THERE WAS AN UNWRITTEN LAW THAT WAS INCORPORATED into fabric of life - a hold over from the people and their culture of pastoralism - which was the hierarchy of clan bloodlines. This clan hierarchy was entrenched in religion, government, and in gen­ eral, with all of the Somali. So whatever one was, he was above all a member by blood of a clan. Blood affiliations ran deep in the society, forming the trajectory for all the modern occurrences such as a the modern state, the officials within it, and consequently the society at large.
